Have you built blockmon with the option -DWITH_DAEMON enabled?

cmake -DWITH_DAEMON=ON
make

that creates "libblockmonpy.so".
For details about how to compile blockmon with such option please refer to the README and INSTALL files.

Once you have that .so in your main folder, you should be able to:

cd daemon
sudo python cli.py
