Public procurement determines which services and infrastructures EU citizens will get, and it moves about 200 billion euros every year throughout the EU. That is almost 15% of the EU GDP, which is spent to ensure the welfare of our communities, to provide the right incentives to our businesses and economy, and to achieve our common sustainability and innovation goals. We are about 20 dynamic and motivated colleagues, working to improve public procurement across the EU. We do so by developing policy and legislation to support public procurement’s positive impact on innovation, the environment, social standards, the resilience of the EU, the modernization and efficiency of European public authorities, the resilience of the EU industry, etc. We are looking for a trainee for the unit’s team dealing with innovation, green and socially responsible public procurement. Our job is to shape policy and initiatives (legislation, funding, training, workshops, dissemination) to make procurement more sustainable and innovative in practice. We do so in collaboration with several other DGs of the European Commission. We have more hands-on actions like our Public Buyers Community Platform and the Big Buyers Project which support communities of practice of public buyers sharing market intelligence and practical experience to solve wicked problems together. We also work on the sustainability aspects of the wider legal and policy framework of public procurement, its intersection with sustainability initiatives (e.g. on ecodesign, energy efficiency, due diligence, etc) and the role green and social procurement can play in the pursuit of environmental and social policy goals. The profile we are looking for: You are motivated to contribute to making public services and infrastructure more innovative, environmentally and socially sustainable. You are capable of working independently with some guidance, but you are also a team player with good interpersonal skills. You have good communication, drafting and IT skills. You are dynamic, proactive, curious. You have very good command of English (French is an asset). What you will be doing: We need you to support the team in charge of policy and actions in the field of strategic procurement. You can expect to carry out similar tasks to those that AD category officials perform as part of their daily work (such as participation in unit or team meetings, document-handling, word processing, data searches, filing, follow-up of tenders, etc.) and a very convivial, helpful and enthusiastic work environment. You will be expected to participate in administrative and logistical tasks requiring communication, drafting, organizational and interpersonal skills. These will include managing working groups, organising webinars, public hearings and meetings, compiling information and documentation, assisting colleagues with preparing reports, preparing visual and communication material for the team and its initiatives and replying to queries, surveys, etc. (excluding any responsibility for financial matters, official negotiations and representation). Trainees are always an integral part of our team throughout the whole traineeship period. You will get good guidance on how to carry out these tasks and you will be accompanied by multiple colleagues in the team, who will provide explanations on the substance of our work, the context and the goals. We will also give you the chance to adapt your tasks and your support to our team based on your preferences and inclinations. Qualifications: studies in law, economics or business and administration, or scientific. Experience or background in environmental or social policies or law is desirable. Compulsory conditions to be met are: · S/he is not paid by the European Commission · Presence in Brussels for the duration of the traineeship · S/he has to be enrolled in a study programme (for insurance issues, since the EC will not provide it) · S/he cannot stay less than 3 months and can extend the traineeship for a maximum of 6 months (on this point, the closer to the 6 months, the better) The traineeship must be part of the program of university studies of the person.
